EVENT APPLICATION

Marina Bay offers a perfect backdrop to stage large-scale cultural, community, water-based sports events and celebrations set against the signature city skyline.

The event spaces managed by URA’s Place Management Department (PMD) are in the vicinity of the waterfront promenade frequented by locals and international visitors, and serve as excellent vantage points for all to enjoy events in and around Marina Bay..

  • Events and/or activities related directly or indirectly to religion and politics
  • Events and/or activities that affect social or racial harmony
  • Events and/or activities that pose any risk to public order, safety or health

For events that require a set-up in any of the URA-managed spaces, (e.g. tentage, stage, tables and chairs, sound console and speakers etc.), organisers must submit an application to URA to obtain a permit – Non-Renewable Temporary Occupation License (NRTOL) – for such activities and events to be held on a short-term temporary basis. All events must abide by the NRTOL Terms & Conditions (PDF).

With effect from 1st April 2017, the NRTOL fees have been revised to the following:

Other charges
 
For events held at The Promontory, The Lawn, Event Square and the waterfront promenade, the following additional charges apply:

1) Refundable Security Deposit* of $3,000 – $8,000 (depending on the scale of set up); and
2) Processing fee of $200 (inclusive of GST) 

*If the event organiser fails to reinstate the event space or fulfil its obligations under the NRTOL, URA reserves the right to carry out the required reinstatement works or impose a penalty, drawing from the security deposit. The full amount will be refunded if no reinstatement cost or penalties are imposed.

For events with less than 150 participants, last for less than five hours and without set-up or banners/posters displayed, there is no need to submit any application or venue fees. For such ad hoc use of the space, availability is not guaranteed, but you can write in to us to check whether there are prior bookings on your requested date. Please read and agree to the Ad Hoc Events Terms and Conditions (PDF).

Please submit the event application form (DOC) to URA_marinabay_events@ura.gov.sg at least one (1) month, but not more than nine (9) months before the event date.

URA reserves the right to approve or reject any application for the use of an event space for events without providing any reason.

Once your application is successful, you will need to submit a scaled event layout using the following site plans:

  1. The Promontory and the waterfront promenade (PDF)
  2. The Lawn (PDF)

Banner displays along Waterfront Promenade (Optional)

Event organisers who wish to use the banner spaces on the smart poles along the waterfront promenade can indicate their choice from two (2) sets of smart poles (subject to availability) in the event application form. Please take note of the Smart Poles Terms and Conditions (PDF) and the Smart Pole Location Map (PDF).

The Marina Bay logo/tagline must be included in the events’ banner designs:

  1. Marina Bay Logo Full Colour (EPS) / Tagline Full Colour (EPS)
  2. Marina Bay Logo Grayscale (EPS) / Tagline Grayscale (EPS)

    General

  1. What are the event spaces at Marina Bay that are available for booking?

    The event spaces managed by Urban Redevelopment Authority (URA) are The Promontory @ Marina Bay, The Lawn @ Marina Bay, Event Square and the waterfront promenade. Find out more on the location and size of the event space(PDF).

    For other event spaces at Marina Bay, please refer to the list of spaces and contact persons.

  2. How do I go about booking an event space at Marina Bay?

    Interested applicants can check whether the event falls under the allowable activities and events before submitting the form.  Please submit the event application form (PDF) to URA_marinabay_events@ura.gov.sg at least one (1) month, but not more than nine (9) months before the event date.

  3. How do I check on the availability of the event spaces at Marina Bay?

    Interested applicants can write in to URA_marinabay_events@ura.gov.sg to check on the availability of the event spaces on the requested dates. Interested applicants will receive a reply from URA within three (3) working days.

  4. Why can’t I submit an event application more than nine (9) months ahead of my event?

    This is to provide a reasonable time-frame for most event organisers to select their preferred venue in Marina Bay for their event and to make the necessary plans.

    Please note that important international and national events (e.g. National Day celebrations) may be given priority for the use of these venues.

  5. What is the capacity of the different event spaces?

    The standing capacity is an estimate and does not take into account the setup required.

    The Promontory – approximately 8,000pax
    The Lawn – approximately 3,000pax
    Event Square – approximately 600pax

  6. What is the maximum loading of the event spaces?

    The maximum loading for all the spaces is 5kN/sqm (equivalent to 500kg per m²).

  7. Can I set up structures on the turf of The Lawn?

    No. Structures can only be set up on the paved areas and limited to no more than half of The Lawn. The other half of the Lawn is safeguarded as an open space for the public.

  8. Can I close off a section of the waterfront promenade for my event or during the setup period?

    There must always be an unobstructed 6m pedestrian access (width) along the waterfront promenade (from the granite benches) throughout the entire event including setup and teardown. If there is a need to close off the walkway temporarily (e.g. to facilitate flag-off for a race), it can be done only for a short duration (30mins before/after the race).

  9. Is there any electricity or water supply at the event spaces?

    Yes, there are electrical points on the smart poles along the waterfront promenade and benches at The Lawn. The power supply located on the smart pole is an Industrial CEE-formed socket with 32amp single phase while the benches are equipped with a 13amp, 3-pin plug. The following charges will be applicable for the usage of power supply:

    1. One-time application charge of $80.00; and
    2. Each electrical point will be charged $23.50 per day

    Please note that the electrical points may not adequately meet the needs of some events and event organisers will have to cater for electricity generators separately.

    Application can be made with PUB for water supply to events at The Promontory.

  10. Am I required to engage any contractor or vendor appointed by URA when using the venue to organise my event?

    No, event organisers are at liberty to appoint and/or engage their own contractors and vendors to provide goods and services or carry out works related to set up and/or tear down, actual event execution and reinstatement after the event. Event organisers are required to ensure that all contractors and vendors have the relevant qualifications, licences and permits (e.g. F&B vendors must be licensed by NEA).

    For re-instatement of the turf, event organisers can engage the term contractor appointed by URA on their own accord. Any transaction is solely between the event organiser and the term contractor.

  11. Can I play music or make announcements at the event spaces?

    Due to the proximity of The Lawn and The Promontory to offices and residences within the immediate vicinity, sound-checks, announcements, and playing of music should not be done before 9.00am and after 10.00pm. Volume levels must be managed at all times throughout the event to avoid any disturbances to nearby offices and residences.

  12. Can I display a car at Marina Bay?

    The display of one (1) or more vehicles as part of a product launch, or any activity undertaken principally for commercial purposes is strictly not allowed at Marina Bay. URA may consider on an exceptional basis the presence of not more than two (2) vehicles if it is required for an activity that is integral to the entire event.

  13. Can an event have open-flame cooking?

    Yes, as long as the necessary permits are obtained from the relevant agencies (i.e. NEA and SCDF).


    Fees

  14. How much will it cost to organise an event at Marina Bay?

    Successful applicants will have to pay a Non-Renewable Temporary Occupation Licence (NRTOL) fee (PDF) for the use of the space based on the number of set up, tear down and event days, as well as the selected venue.

    For events held at The Promontory, The Lawn, Event Square and the waterfront promenade, the following additional charges apply:

    1. Refundable Security Deposit* of $3,000 – $8,000 (depending on the scale of set up); and
    2. Processing fee of $200 (inclusive of GST)

The full amount will be refunded if no reinstatement cost or penalties are imposed.

  15. Which category of rates is applicable for private, corporate or by-invitation type of events?

    The commercial rate is applicable for events that are not open to the general public which includes private, corporate and by-invitation types of events.

  16. Can I organise a private or corporate event at The Promontory or the waterfront promenade?

    No, private or corporate events can only be considered at The Lawn and Event Square.

    Events held at The Promontory and the waterfront promenade must be community-centric and/or open to the general public; these community centric and/or open events can be free admission or ticketed.

  17. What is the duration allowed for the per day rental?

    The duration for per day use is between 9.00am – 10.30pm, subject to review of the event requirements.

  18. What is the deadline for payment?

    The non-refundable processing fee of $200.00 is payable within two weeks of the application. Full payment (i.e. NRTOL fee, processing fee and refundable security deposit) must be received two (2) weeks prior to the event via a cheque made payable to “URBAN REDEVELOPMENT AUTHORITY”. The preferred mode of payment is by cheque.

  19. If the event is transitory (e.g. a mass walk or run) and participants only pass through the area, do I need to apply for the use of the space and pay a fee?

    Organisers of transitory events are required to inform and submit details (i.e. route map) to the venue owner/manager to ensure that there is no conflict of events happening on the same day. There will be no fees involved if the event participants are transiting through the area.

    However, if a setup is required (e.g. hydration points) the setup must not exceed 9sqm; otherwise NRTOL charges may apply.


    Branding

  20. Can event organisers put up branding signage at the event venue?

    Yes. However event organisers have to adhere to BCA’s Guidelines for Outdoor Signs in Central Area. The name/details of the event and the supporting graphics and/or pictures of the event are to be the predominant component of the signs. Any sponsors’ advertisement shall only be in the form of name/logo and accompanied by the appropriate sponsorship messages (e.g. “Official sponsor”, “Brought to you by”, etc.). Sponsors’ advertisements are not to exceed 50% of the size of the sign.

    Any proposed signs to be displayed for events at public spaces have to be submitted formally to BCA’s Advertising Licensing Department for an advertisement license. You read more about BCA’s submission requirements and procedures.

  21. Can event organisers make use of the poles located at The Promontory and along the waterfront promenade to display event banners and is there a charge?

    Yes, events taking place at The Promontory can display their banners on the seven flag poles located at the apex of The Promontory at no extra charge (excluding their own banner production and installation costs). Event organisers are required to remove the existing Marina Bay banners and reinstate the banners after their event.  The duration to display their banners will be tagged to the NRTOL period.

    The smart poles along the waterfront promenade can be used by events taking place at URA-managed spaces (i.e. The Promontory, The Lawn, Event Square and the waterfront promenade) at no extra charge (excluding their own banner production and installation costs). The display period can be up to 28 days prior to the actual event subject to URA’s approval.
